Lifting the helmet law for everyone 18 or over sounds nearly impossible to achieve. Do you know of any other states that let someone between the ages of 18 and 21 ride without a helmet?
I wish I knew the history of the helmet battle in all the other states.

I saw a lot of lidless riders on Chicago streets this past weekend. On the way to the airport Monday morning, my taxi was behind a young guy on some old beater who didn't have any tail light, turn signals, or tag. He had one rear view mirror on it. He kept looking behind him nervously at stop lights. T-shirt, jeans, slip-on tennis shoes, bare head. I had to keep reminding myself, "it's his choice, it's his choice, it's his choice," but that particular combo looked kind of like a death wish to me.
